Abstract

The article deals with different dimensions of the crisis of the Monarchic State, paying special attention to its fiscal aspects. The fiscal crisis of the Monarchy is viewed as the resultant of the explosive convergence of the growing regional demands from the beggining of the Emancipation process and the heavy external and internal indebtness after the Paraguayan War. The growing differences among the regions in dealing with the transition to free labour summed up with the fiscal crisis and gave strenght to the pressure for de-centralization but could not provide consensus in fiscal reform. Differente opinions would contend in the First Constituent Assembly of the Republican Period (1891), in which was established a new division of fiscal resources between Union and States. The resultant was the benefit of the export States avoiding deeper changes in the sources of taxation. The article concludes with a short comment on fiscal data of the First Republic (1889/1930).

Key-words: Monarchy – Brazil. Brazil – History – Republic, 1889-1930.
