Abstract

The paper analyzes the evolution of the Technological Innovation Pole of the northern region of RS, inserted in the Program of Science and Technology Department of RS. The theoretical reference adopted is mainly based on the concept of Innovation Regional Systems. The method used was the case study with the incorporation of analysis subunits. The objective of the article is to identify the facilitative and limiting factors for the development of the Pole. Initially, three distinct phases were identified throughout its historical evolution. The main facilitative factors for the Pole were: constitution of a policy in the region; clear and explicit acting view; establishment of a governance method; researchers´ autonomy for the development of projects; knowledge transfer among the acting parts. Whereas the limiting factors of the Pole were: difficulty establishing trust among the acting parts; difficulty accessing financing sources, and difficulties managing the technology offer.
