Resumo

O artigo investiga os efeitos do recrutamento político, de entrada lateral e sem concurso, sobre as atitudes e as percepções dos burocratas que atuam em ministérios brasileiros, aplicando técnicas de matching. Parcela da literatura associa os modos de recrutamento ao comportamento burocrático, sugerindo que diferentes processos seletivos gerariam incentivos distintos ao desempenho das atividades dos burocratas. A expectativa de efeitos do tratamento político sobre atitudes e percepções dos atores de entrada lateral foi parcialmente confirmada em 12% dos tópicos avaliados. De um lado, o poder de ação do tratamento apresentou efeitos políticos específicos, principalmente de natureza relacional. De outro, os resultados relativizaram a clivagem entre burocracia e política, inferindo que há mais tons de cinza nessa relação do que sugere a hipótese de divisão estanque entre ambas.
