Resumen
Este artículo busca describir cómo la teoría de la gobernanza multinivel puede ser un modelo analítico útil para examinar las redes organizacionales que se forman en torno al tema del refugio. Para ello, detalla cómo surgió la teoría y cómo se elaboraron las tipologías que permitieron observar su concepción en diferentes territorios, señalando procesos de descentralización e interdependencia. Finalmente, esta teoría se apoya en el modelo de gestión de refugios en Brasil y Portugal, con el objetivo de interpretar la estructura de acogida y la red organizativa que se crea en torno a un objetivo común.
