Resumo
Este artigo procura descrever como a teoria da governança multinível pode ser um modelo de análise útil para examinar as redes organizacionais que são formadas em torno da questão do refúgio. Para isso, detalha como a teoria surgiu e como foram elaboradas as tipologias que permitiram observar sua concepção em diferentes territórios, apontando processos de descentralização e interdependência. Por fim, esta teoria recai sobre o modelo de gestão do refúgio no Brasil e Portugal, com o intuito de interpretar a estrutura de acolhimento e a rede organizacional que é elaborada em torno de um objetivo comum.
