Resumo

Na década de 1960, Deng Xiaoping disse sua frase mais icônica: “se um gato pega ratos, não importa se é branco ou preto”. A frase foi proclamada na defesa do aumento da produtividade, mesmo que esta viesse às custas da socialização da economia. Mais tarde, essa analogia foi amplamente utilizada para endossar as reformas de modernização adotadas no final da década de 1970. No século XXI, a República Popular da China ascendeu como um dos principais centros da economia mundial. Esse resultado é atribuído ao processo de abertura e modernização, que promoveu a integração da China à economia mundial. O papel do Estado no planejamento e na implementação das políticas que buscaram atrair investimento estrangeiro direto (IED) é central neste processo. Objetivamos apresentar uma análise do desenvolvimento de IED na China a partir do planejamento e desenvolvimento, identificando diferentes ciclos conforme o contexto político e os desafios de desenvolvimento chinês.
