Resumo

Este trabalho tem como objetivo discutir as características do P&D transacional em países emergentes, a partir do ponto de vista das estratégias globais das grandes corporações transnacionais (GCTs) e das vantagens oferecidas pelos receptores, fazendo uma especial referência ao caso brasileiro. As tradicionais motivações para a internacionalização tecnológica baseadas na visão home-base tiveram que ser ampliadas para explicar a nova geografia da inovação voltada para países emergentes sob uma visão host-base. Os principais atrativos destes países são o tamanho de seus mercados, as especificidades de suas demandas e menores custos relativos de P&D compatíveis com níveis aceitáveis de qualidade de seus recursos tecnológicos. Indicadores recentes colocam o Brasil como receptor de investimentos líquidos em P&D, embora o direcionamento seja assimétrico entre setores e tecnologias. As potencialidades locais que o Brasil oferece poderiam representar uma fonte de criação de capacitação local, a partir da combinação de esforços internos e externos com políticas públicas de absorção de conhecimento.
