As profissıes e a democracia

Resumo

Um dos grandes desafios atuais dos estudos sobre as profissões é a elucidação do sentido da sua articulação com o funcionamento dos regimes democráticos, por um lado, e a defesa do interesse público, por outro. O objectivo deste artigo é reflectir sobre esta ambivalência. Refletir sobre a (des)confiança social em relação às profissões que têm uma expressão maior em países como Portugal e o Brasil, talvez porque nestes o fenómeno das profissões regulamentadas esteve muito associado à construção dos regimes autoritários e corporativos, num passado ainda recente. Com a instauração dos regimes democráticos, as profissões, enquanto categoria social e económica, persistem como traço estrutural das nossas sociedades. E a pergunta muitas vezes colocada incide, justamente, sobre a compatibilidade das profissões – enquanto grupos de interesses fechados, estabelecendo monopólios e impedindo um acesso livre ao mercado de trabalho – com a democracia política

Abstract:

One of today’s greatest challenges in studies about professions is the uderstanding of their articulation with the functioning of democratic regimes, on one hand, and the protection of public interests, on the other. The aim of this article is to trigger a reflection on this bivalence; a reflection on the social (mis)trust in relation to professions which have a greater expression in countries like Portugal and Brazil, maybe because, in these countries, the regulamented professions wave was tightly related to the construction of authoritarian and corporational regimes, in a still recent past. With the institution of democratic regimes, the professions, as social and economic categories, continue to be as a structural trait of our societies. And there is a frequently asked question, that is on the compatibility of the professions – as closed interest groups, establishing monopolies and blocking access to the job market – with political democracy.
