Vulnerability, exclusion and poverty in Piaui

Abstract

This article proposes an analysis of the Social Vulnerability Index (IVS) of the Vale de Guaribas Territory in Piauí - a territory of extreme poverty. Such analysis starts from a consideration of the Territories of Citizenship Program (PTC) as a space policy and, also, a policy of numbers. The theoretical and political content of this program is identified in advance in order to provide theoretical-theoretical interpretations of the index. To do so, proceed to the analysis of the absolute IVS and its dimensions: human capital, employment and income and urban infrastructure. Thus, it should be noted that: (a) the number policy exists and is complex to be interpreted with respect to its variables; b) a category territories of poverty can be one of the forms of objective and subjective variable variables, capture or field of questioning and, finally, c) same treatment of a robust index, observation if its duality in the fight against poverty . This allows us to conclude that there really is a policy of numbers manipulating the reality of social life in territories that are permitted within the poorest states of the Federation. Likewise, it is possible to indicate the viable emergency options that will be apprehended by social exclusion and social exclusion, enabling good practices to combat hunger and poverty in these territories.
